resells the ticket (who is the offender it is desired to

catch) apparently commits no offence. Cases have been taken against such persons for causing an obstruction but it is not always possible to obtain convictions and in any

event that does not bring in the revenue which has been

lost.

It seems likely, however, that this difficulty

will have arisen in some form in the United Kingdom and I should be grateful if you would, if you see no objection,

ask the Excise authorities whether they have in fact met

with it and if so what action has been taken to prevent loss!
